


JD 1 Survey of Existing Conditions
The survey of existing conditions was conducted due to numerous complaints filed with the District as to the state of disrepair of the system as a whole. Previously the District had conducted minor repairs as requested on various locations throughout JD 1. In 2015, the Board took action to survey the entire extent of JD 1 in order to determine the existing conditions. This survey was ordered to aid the Board in making systematic repairs to restore function of the ditch to as near as practical to the original conditions of the ditch. It is felt that affirming the "As Constructed Subsequently Improved Condition (ACSIC)" grade line will assure that future maintenance, crossing repairs and installations, road work and other normal activity is conducted in a way that maintains the hydrologic and hydraulic effectiveness of the ditch for drainage repair.
JD 1 is also a major tributary to the North Fork of the Crow River. Surace water monitoring data collected of the years has shown that JD 1 is major contributor to nutrient and bacterial concerns of the river. As such, the plan and profile survey will also aid the District in making decisions on reducing sediment and nutrient contributions by identifying areas of major erosion, potential areas of nutrient losses, and potential areas for water quality improvement projects. These improvement projects may include impoundments to reduce downstream peak flows and flooding concerns, closure of open tile intakes, repair of bank failures, installation of water quality side inlets to improve nutrient export and other practices.
